2007 Award Winners:
Representative Bill Hilty (DFL-Finlayson)
Rep. Hilty shepherded the omnibus energy bill which gives Minnesota one of the most progressive energy policies in the nation. As a result of his dedication, Minnesota has a target of reducing global warming pollution 80% by 2050 and a target for utilities to decrease energy consumption 1.5% each year for the next 20 years. Because of his work with both parties within the House and Senate, the bill passed easily with broad, bipartisan support.
Representative Dennis Ozment (R-Rosemount)
Rep. Ozment’s work in support of a proposed state constitutional amendment providing conservation funding paid off when the bill easily passed the House floor with broad bipartisan support. Rep. Ozment served on the conference committee for the omnibus environment finance bill and championed $54 million to fund Minnesota’s Clean Water Legacy Act. He courageously defended attempts to weaken the Wetlands Conservation Act and as a result, Minnesota’s laws protecting wetlands are the strongest in over a decade.
Representative Maria Ruud (DFL-Minnetonka)
Rep. Ruud passionately fought to ensure that Minnesota will do its part to reduce harmful global warming pollution. She authored the Global Warming Mitigation Act and stood up to powerful interest groups and their efforts to weaken the bill.
John Helland – former longtime research staff analyst for House Environment & Natural Resources Committee
It would be difficult to find a conservation or environment policy in Minnesota over the last three decades that John Helland has not had an integral role in shaping. He served as the primary research staff for the House Environment and Natural Resources Committee for over 35 years until his retirement in late 2007. His role as the nonpartisan legislative analyst specializing in environment and natural resource issues has been critical in ensuring sound and a workable environment policy.
